My female puggle is in heat and it seems like she's in pain?

She twirls in circles and whimpers and cries and her tail twists and turns and she seems like she's in pain! She can barely go to the bathroom without seeming like she's in pain. Other then getting her fixed or mating her, what else can I do for her if she's in pain?
